{"id":17604,"date":"2019-03-31T23:44:28","date_gmt":"2019-03-31T13:44:28","guid":{"rendered":"http:\/\/chinaheritage.net\/?page_id=17604"},"modified":"2025-12-15T06:00:23","modified_gmt":"2025-12-14T19:00:23","slug":"xu-zhangrun-%e8%a8%b1%e7%ab%a0%e6%bd%a4","status":"publish","type":"page","link":"https:\/\/chinaheritage.net\/xu-zhangrun-%e8%a8%b1%e7%ab%a0%e6%bd%a4\/","title":{"rendered":"Xu Zhangrun \u8a31\u7ae0\u6f64 Archive"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><a href=\"https:\/\/en.wikipedia.org\/wiki\/Xu_Zhangrun\">Xu Zhangrun<\/a> (<a href=\"https:\/\/zh.wikipedia.org\/wiki\/\u8bb8\u7ae0\u6da6\">\u8a31\u7ae0\u6f64<\/a>, 1962-) was, until July 2020, a celebrated professor of law at Tsinghua University in Beijing. In a series of major essays published from early 2016 to early 2019, Professor Xu questioned at length, and in detail, the political, economic and cultural trajectory of the People&#8217;s Republic of China under Xi Jinping, the leader of the nation&#8217;s party-state-army.<\/p>\n<p style=\"text-align: left;\">Profoundly concerned by a change to the constitution that garnered near universal approval from China&#8217;s legislature in March 2018 that granted Xi Jinping what is, for all intents and purposes, lifetime tenure as head of the nation&#8217;s party-state, Professor Xu felt compelled to speak out in an even more pointed manner.<\/p>\n<p style=\"text-align: left;\">In late July 2018, Xu published\u00a0<a href=\"https:\/\/chinaheritage.net\/journal\/imminent-fears-immediate-hopes-a-beijing-jeremiad\/\">&#8216;Imminent Fears, Immediate Hopes&#8217; \u2014 a Beijing Jeremiad<\/a>\u00a0<a href=\"http:\/\/unirule.cloud\/index.php?c=article&amp;id=4625\">\u6211\u5011\u7576\u4e0b\u7684\u6050\u61fc\u8207\u671f\u5f85<\/a>\u00a0(an annotated draft translation appeared in\u00a0<i>China Heritage<\/i>\u00a0on 1 August 2018). In this 10,000 word article \u2014 one written in a succinct and powerful form of literary Chinese \u2014 Xu not only questioned the Xi Jinping &#8216;dispensation&#8217;, he also offered concrete policy suggestions to counter the authoritarian revanchism of Xi&#8217;s &#8216;New Epoch&#8217; \u65b0\u6642\u4ee3. Thereafter, in a series of three interconnected works published from December 2018 to January 2019, Xu offered an overview of modern Chinese history, the role played in it by the Communist Party over the past seventy years, and the threat that the Communist-dominated party-state-army of China&#8217;s People&#8217;s Republic poses not only to the continued modernisation of the country in its 150-yearlong struggle to become an equitable and responsible nation-state, but also to the international community.<\/p>\n<p>Since mid 2018, Professor Xu&#8217;s works have generated widespread discussion \u2014 and <em>sotto voce<\/em> debate \u2014 in China; they have also attracted international attention.\u00a0In late March 2019, the Communist Party Committee that administers Tsinghua University, Xu Zhangrun&#8217;s employer, informed him via the university&#8217;s Human Resources Office that his wages would be significantly reduced; that he was stripped of all of the duties and privileges as a professor at Tsinghua, effective immediately; and, that a formal Investigation Group would scruitinise in detail his activities and writings. Those investigation would inform the Party bosses, both at Tsinghua and in Zhongnanhai, how he would be further disciplined, cashiered or legally sanctioned.<\/p>\n<p>Tsinghua University&#8217;s actions elicited an immediate response among some of Xu Zhangrun&#8217;s colleagues, ranging from disbelief to outrage. The news also caused consternation among many Tsinghua graduates and within the wider community. We have translated some of those reactions below (see &#8216;Xu Zhangrun vs. Tsinghua University&#8217;).<\/p>\n<p>Despite constant threats from Tsinghua and the Public Security Bureau of Beijing, Xu Zhangrun continued to write about and protest against state policy. In early February 2020, as the Wuhan coronavirus spread in China and internationally, he published online\u00a0<a href=\"https:\/\/chinaheritage.net\/journal\/xu-zhangrun-viral-alarm-when-fury-overcomes-fear-revised-translation\/\">\u2018When Fury Overcomes Fear\u2019<\/a><span style=\"font-size: medium;\">, a powerful new condemnation of Xi Jinping&#8217;s misrule. His defiance\u00a0<\/span>continued<span style=\"font-size: medium;\">\u00a0in the face of\u00a0further threats and, <a href=\"https:\/\/chinaheritage.net\/journal\/%e7%84%a1%e5%8f%af%e5%a5%88%e4%bd%95-so-it-goes\/\">in early July 2020<\/a>, he was detained by the authorities on spurious charges. The outraged response to his\u00a0confinement both in China and internationally, as well as the activism of Geng Xiaonan \u803f\u701f\u7537, a\u00a0successful businesswoman and cultural activist, helped secure his\u00a0release, for the time being. <a href=\"https:\/\/chinaheritage.net\/journal\/ai-xiaoming-on-geng-xiaonans-dance-of-defiance\/\">In early\u00a0September 2020<\/a>, Geng herself, along with her\u00a0husband, was detained and put under investigation. No one doubted that she was being persecuted for her outspoken advocacy of Xu Zhangrun and long-term support for independent journalists, lawyers, artists, academics and religious figures.\u00a0<\/span><\/p>\n<p>Released after having served a three-year sentence in jail in September 2023, Geng Xiaonan was banned from contact with any of her former colleagues and friends, including Xu Zhangrun.<\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: medium;\">*** \u00a0 \u00a0<\/span><\/p>\n<p>In the persecution of Xu Zhangrun, which began surreptitiously at the behest of Chinese officialdom in August 2018, some of the country&#8217;s leading academics and intellectuals identify a &#8216;case study&#8217; in the broader malaise affecting the country&#8217;s educational and cultural life. For years, it has been widely recognised that even the limited intellectual freedoms tolerated under previous Communist Party leaders were under increased threat as a result of the implementation of revived ideological controls throughout the publishing, academic and cultural spheres. With the circulation in 2012 of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Document_Number_Nine\">&#8216;Document Number Nine&#8217;<\/a>, which alerted Party members about the infiltration of potentially destabilising &#8216;Western Values&#8217;, and in light of the trial and jailing in September 2014 of the respected, and moderate, Uyghur academic\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Ilham_Tohti\">Ilham Tohti<\/a>, even relatively na\u00efve and hopeful independent-minded educators in the country&#8217;s universities and schools became tremulously aware of a rising new tide of Communist Party obscurantism.<\/p>\n<p>As we have repeatedly observed in\u00a0<em>China Heritage<\/em>, however, the origins of the escalating crisis in Chinese education and culture has its origins in 1978. At that time, just as the Communists formally recognised the disaster that their rule had visited upon the country and made a series of decisions that would form the basis of the four decades of what is known as Economic Reform and Global Openness \u6539\u9769\u958b\u653e (1978-2008), they also made a fateful adjudication: at the urging of Deng Xiaoping, Hu Qiaomu and other ideologues it was decided that the repression of outspoken academics, intellectuals and others in 1957, known as the &#8216;Anti-Rightist Campaign&#8217; was, in essence, correct. Although over 300,000 men and women unjustly persecuted due to that campaign were eventually exonerated, the charges against five &#8216;Rightists&#8217; were upheld and used as an excuse to justify the purge, one that had been overseen by Mao Zedong and coordinated by the logistical genius, Deng Xiaoping.<\/p>\n<p>The affirmation of the political necessity of the 1957 purge of intellectual and cultural life \u2014 along with the Thought Reform Movement of the early 1950s, and the academic purge of 1954, that initially crushed academic freedom (for more on this, see <a href=\"https:\/\/chinaheritage.net\/journal\/drop-your-pants-the-party-wants-to-patriotise-you-all-over-again-part-i\/\">&#8216;Ruling The Rivers &amp; Mountains&#8217;<\/a>) \u2014 has repeatedly given the Party ideological license to police university life as it sees fit. In re-imposing stricter ideological controls on education, and particular in tertiary educational institutions, Xi Jinping&#8217;s party-state has merely been exercising prerogatives long ago made possible by major Party decisions announced in 1978, in 1987, and again after 4 June 1989, as well as repeatedly since then.<\/p>\n<p style=\"text-align: center;\">***<\/p>\n<p>The &#8216;Xu Zhangrun Incident&#8217;, as some call it, is not merely about intellectual and academic freedom. Rather, it reflects the Xi-generated crisis in China&#8217;s ability to think about, debate and formulate ideas free of Communist Party manipulation, ideas that rightfullycould and should benefit Chinese society, the nation and the world as a whole.<\/p>\n<p style=\"text-align: left;\"><a href=\"https:\/\/chinaheritage.net\/xu-zhangrun-\u8a31\u7ae0\u6f64\/\">&#8216;The Xu Zhangrun Archive&#8217;<\/a>, or &#8216;Xu Case File&#8217; \u2014 which is located under <a href=\"https:\/\/chinaheritage.net\/xu-zhangrun-\u8a31\u7ae0\u6f64\/\">Projects<\/a> in the menu bar of <em>China Heritage<\/em> \u2014\u00a0offers some of the key works in Professor Xu&#8217;s recent oeuvre, as well as a sample of reactions to those works and an overview of his ongoing persecution.
